1. Welcome, Introductions and Apologies The Chair welcomed the attendees to the meeting and all of the attendees introduced themselves. Apologies noted above.
2. Minutes of the Previous Meeting The minutes of the previous meeting were agreed as an accurate record.
3. Matters Arising AH noted that he had spoken to Kathy Govett regarding advocates accessing patients medical records and she had responded saying that at present there are no plans to grant this free access because of confidentiality issues and the fact that these advocates are not KMPT employees. The group noted that in the past this had been possible and it was imperative to enable advocates to fully support their clients. The group agreed this should be raised with Nick Dent at Patient Advice and Liason Service (PALS), it was noted that this had already been raised with them.
4. Service User and Carer Issues AG noted that a standard response letter had been received back regarding the issue they had written about the benefits system and in particular that peopleÕs benefits are stopped whilst people make an appeal. She hoped that their concerns had been heard.
AG questioned the apparent lack of receptionist cover at Coleman House, as she had heard of a number of instances with many calls not being answered. CF responded, saying that this had since changed and there were now agency staff covering reception 5 days per week until the Trust carry out their full review of the administration staff costs.
Action Point – AH to send Mental Health Matters cards to Coleman House – completed In the first instance I would direct your questions re. Cluster 3 and above to Nick Riding at Coleman House - 01304 216666. He will be best placed to answer your intitial questions and then point you elsewhere.
AG also noted the ongoing problem of communication issues between Coleman House staff and GP surgeries. She noted several instances of service users being pushed between them both and consequently not receiving an adequate service or care. AH suggested that this issue be raised at the Joint Commissioning Board (JCB) and AG and the group agreed and AG said she would raise this at the next East Kent Council Forum. In response CF reiterated the increasing pressure the secondary mental health services are under to make changes, which will see many of the current provisions being dissolved and more of a shift into primary care and support service such as Mental Health Matters and suchlike becoming the key supportive roles within the community. He said that they continue to try and provide the best service they can and maintain the one to one contact/relationships as they manage the gaps and expectations of those around them.
LT felt that care co-ordinators and staff need to be more aware of how they speak to service users and need to deal with them more sensitively. When people are ill and in a fragile frame of mind they should be treated with empathy and kindness, be listened to and not have their feelings invalidated. LT acknowledged that not all care-coordinators are unsympathetic but it doesn't do any harm to remind staff of the need to be more caring when dealing with vulnerable people. Criticism if taken on board in a healthy, non-defensive way can be constructive, I would hope at least anyway.
5. Service Round Up Sue Thompson – Rethink Mental Illness, East Kent Carers Support Have recently rebranded to ÒRethink Mental IllnessÓ. Have re-zoned the working areas to now cover the same geographical areas but under only 3 zones not 5 and these consists of: Dover/Deal/Thanet – covered by Sue Thompson; Ashford/Shepway – covered by Elena Ward; Canterbury and Coastal – covered by Tim Burns. They continue to receive lots of referrals and last month managed to get 23 carers breaks awarded. Planning on setting up workshop for carers on coping in a crisis, in conjunction with the early intervention team, for sometime in January – details to follow.
Chris Fay – KMPT - Thanet & Dover/Deal Access Team CF explained that there were many changes taking place to the mental health model as we currently know it and as such the future and what lies ahead is still somewhat uncertain, and this is especially so when GP Commissioning begins. He added that there are ÒGapsÓ in the current system as we know it but hopefully a realignment of alternative services will attempt to fill those voids in the future. Changes to the payment system, especially the new clustering system/pathways and payment by results, will see much more all round emphasis on all services providing only what they are funded to provide as there will be no room for offering extra if the funding is not available. He added that there is a need for local services to ensure engagement with local GP practices as they will become the ÒfundersÓ of the future. He went on to say that his team are, as always under increasing pressure to fulfill KPIÕs (key performance indicators) to discharge people from the service following the current national model and approach. DM noted that this had been raised at the Dover/Deal Local Health & Wellbeing Board recently www.dover.gov.uk/healthandwellbeing AG also noted that there was lots on information on how people can join their local Patient Participation Groups (PPGÕs) but there was a notable lack of initiative and proactive actions from the GPÕs themselves.
Lastly CF noted that the fear of closure of Coleman House was hopefully no longer as they were in the process of beginning recruitment for more staff.
Jan Copley – mcch Numbers are currently quite low although have received a few referrals, but generally struggling to get people in. The recent re-launch was very successful and they recently won a small grant which will be used to take some members to see a pantomime. Hoping to start a new swimming group soon and the members started to run a walking group. The Shine group has now moved to Coleman House as it better equipped to provide more privacy for its members. There is some office space still available at Charlton Green if anyone is interested and this has good parking facilities.
Melanie Kendall – Porchlight Currently very busy and they continue to provide floating support for people whilst they wait for up to 6 months for their floating support from ÒSupporting PeopleÓ to begin. They continue to do this to try and ensure that these people entering their own accommodation/tenancies do not end up back in the fully supported accommodation they provide. This puts extra pressure on all round, as they continue filling the void caused by the long waiting times.
DM noted that she had been thoroughly disappointed with her personal experiences with ÓSupporting PeopleÓ and expressed her disdain for the system and provider as they stand.
Marie Kirk – Dover Street Pastor The Street Pastor service is run by local church volunteers and they in turn work alongside the local authority and police for example, and they go around helping people usually on a Saturday evening. Would be interested to further volunteer training and raise their mental health awareness knowledge. The group suggested they contact mcch to find out about the course they offer.
Action Point – circulate pastor contact details and newsletter - requested but Newsletter not yet received
Amanda Godley – Speak Up CIC Recently started the Dover/Deal Forum which takes place in Coleman House. They have volunteers manning the desk at the Gateway in the regular spot. Continuing to try and promote local forums to attract new members and interest at the same time trying to grow a variety of projects and get more involvement. Aiming to try and start an anxiety/depression group soon.
DM suggested setting up a folder containing information on all of the services and their programmes/schedules/events/forums, and having this placed in the waiting area in Coleman House for people to look at as they wait for appointments etc. The group agreed this was a good idea and CF noted that he was happy to facilitate people coming in and updating their information. SAM also noted that it would be useful for all localities to have some overview of all of the voluntary and statutory services available across Kent so people could become more aware of who and what is out there in the various areas.
Action Point – AH to provide some information from the Mental Health Matters database of all of the services he has listed and SAM to circulate.
Maggie Bowman – KCC Mental Health Commissioning Team Update as circulated with the minutes. Also noted that there are services up for re-let. Information regarding these can be found on the South East Business Portal, at www.businessportal.southeastiep.gov.uk
